U.S. and Ukraine Sailors Conduct VBSS and DC Training

ODESA, Ukraine – Members of the Arleigh Burke-class guided-missile destroyer USS Donald Cook (DDG 75) and Ukrainian naval ship Hetman Sahaydachniy (U-130) conducted visit, board, search, and seizure (VBSS) and damage control training during exercise Sea Breeze 2015, Sept. 4, 2015.

Sea Breeze is an annual multinational maritime exercise, with a land and air component, co-hosted by the United States and Ukraine. The exercise seeks to enhance inter-operability and capabilities amongst participating forces, and is scheduled to take place from Aug. 31 through Sept. 12.

Quick Facts:

  • VBSS is the term used for maritime boarding actions and tactics, designed to combat terrorism, piracy and smuggling, and to conduct customs, safety and other inspections, as employed by modern navies, marine and maritime services, military and police forces.
  • During the VBSS portion of the training Ukrainian Navy sent ten sailors to train aboard Donald Cook as five Ukrainian coast guard members observed the process.
    • Sailors from both nations trained together and shared their knowledge about room clearing, weapons fundamentals, hand-to-hand combat, and combat first-aid.
  • The damage control training teams also compared techniques that are similar between the two Navies.
    • The teams practiced quickly donning fire-fighting equipment, patching broken pipes, handling fire-fighting hoses, and shared basic damage control fundamentals.
  • The at-sea phase is focused on maritime interdiction operations as a primary means to enhance maritime security.
    • Specific skill sets tested in the at-sea phase include maritime interdiction operations, anti-submarine warfare, and self-defense against small boat attacks.
    • Other tested warfare areas include air defense, damage control, search and rescue, and other tactical maneuvers.
  • With a land and air component, Sea Breeze seeks to enhance inter-operability and capabilities amongst participating forces, while promoting regional security and cooperation between personnel of participating nations.
  • U.S. participation in Sea Breeze 2015 includes approximately 400 Sailors, the Arleigh Burke-class guided-missile destroyer USS Donald Cook (DDG 75) and a P-3C Orion from Patrol Squadron (VP) 9.
  • The first Sea Breeze took place in 1997 and has grown over the years in size and complexity. Participating nations include Bulgaria, Germany, Greece, Italy, Moldova, Romania, Sweden, Turkey, Ukraine, the United Kingdom, and the United States.
  • U.S. Naval Forces Europe-Africa/U.S 6th Fleet, headquartered in Naples, Italy, conducts the full spectrum of joint and naval operations, often in concert with allied, joint, and inter-agency partners, in order to advance U.S. national interests and security and stability in Europe and Africa.
