GCAA holds ICAO Heliport Seminar

DUBAI, — The UAE General Civil Aviation Authority has hosted the first ICAO Heliport Seminar in the Middle East, in Dubai.

The seminar, opened by Mohammad Al Dossari, GCAA Director, Air Navigation and Aerodromes Department, and Mohamed Smaoui, ICAO Deputy Regional Manager, was held in collaboration with ICAO’s Heliport Design Working Group and attracted nearly 100 participants from 10 countries representing regional and international regulators, heliport operators, helicopter operators and industry organisations.

Experts from government entities, gas-oil, representative bodies and consultancies provided presentations and joined panel discussions and an interactive heliport certification workshop over the three day event.

Outcomes of the seminar included recommendations for the states of ICAO Middle East region to review regulations related to heliports, with particular emphasis on safety management systems, creating databases of heliports and forming heliport technical committees to examine training standards and related competencies. It was also recommended that outcomes of the seminar be shared with other ICAO Regional Aviation Safety Groups.

Saif Mohammad Al Suwaidi, Director-General, commented, “The regional and international response to the Heliport Seminar was tremendous. Further to the UAE’s State Safety Programme, the GCAA is one of the few entities effectively implementing a safety oversight regime for heliports and we were delighted to share our experience as well as create a platform for safety collaboration and information sharing. It was our privilege to host this event on behalf of ICAO for the benefit of increasing safe heliport operations.”

Ismaeil Mohammed Al Blooshi, Assistant Director-General, Aviation Safety Affairs Sector, added, “The GCAA has long worked with helicopter operators through their safety management systems to ensure safe operations, however the UAE’s regulatory framework for heliport oversight clarifies the accountability of the heliport operators and ensures a holistic emphasis on heliport safety by all stakeholders.”
