Pretoria – As part of the fight against illicit drugs, the South African government is hosting the Moscow-African Anti-Drug Dialogue conference in Durban.

The conference is a follow-up session that aims to present a consolidated position on how world leaders intend to tackle the international drug problem.

The conference, whose resolutions will be tabled at the UN General Assembly Special Session in April 2016, is set to provide a platform to enhance the National Drug Master Plan from the year 2013 to 2017.

Speaking at the opening of the conference on Wednesday, Acting National Police Commissioner Khomotso Phahlane said drug trafficking is a complex international problem.

“It has a negative impact on economic development, disintegrating communities and undermining the sovereignty of independent states, as well as the ongoing destruction of family values and threatening the future of society in general,” Phahlane told delegates.

South African Police Minister Nathi Nhleko said new drug routes have emerged with the development of a southern route, where South West Asian heroin is trafficked through East and Southern Africa to the lucrative European Union and other markets.

“It is now widely accepted that countries along these routes are encountering a rapid growth in the consumption of heroin and cocaine, [which is] undermining good governance…” Minister Nhleko said.

He called on African countries to take the Comprehensive Strategic Partnership beyond the routine bilateral interactions and unite against what he called the common foe and humanity’s worst enemy — the “world drug problem”.

Phahlane said the global village must stand in unity to fight against common enemies, including those who poison the vulnerable with illicit substances.

South Africa has adopted a zero tolerance stance against illicit drugs. President Jacob Zuma recently announced the establishment of the SA Narcotics Enforcement Bureau.
