Higher UAE Education Achieves 100% In Electronic And Smart Transformation Index For Priority Services

Abu Dhabi, 14th June, 2015 — The Ministry of Higher Education and Scientific Research has achieved 100% in the smart electronic transition of priority services provided to individuals and business.

In the framework of the implementation of the m-government initiative launched by His Highness Sheikh Mohammed bin Rashid Al Maktoum,UAE Vice President, Prime Minister and Ruler of Dubai, which aims to raise the rate for smart government services use to 80 percent by 2018, the Ministry’s teams sought, at the direction of Sheikh Hamdan bin Mubarak Al Nahyan, Minister of Higher Education and Scientific Research, to complete the work and achieve the target as quickly as possible and in best possible way.

A recent evaluation report on m-government by the Telecommunications Regulatory Authority (TRA) stated that 41 Federal Government authorities providing services to clients, completed the transformation in 730 days, the total number of authorities that websites developed sites for mobile phones were 28 federal authorities, with 13 federal authorities that developed an application for mobile phones, the report emphasized that the federal authorities have seen constructive competition and diligent work to achieve the completed percentage in the evaluation.

The evaluation relied on three main axes; the first two axes represent the availability and development of services on the electronic portal and mobile phone through: availability of complete information about the service, the possibility of submitting the application electronically, attach the required documents, payment of the service fee, and follow up on the procedure. The third axis was the channels to access to the service, and included the languages available to access the service, the availability of sending feedback about the service, and service compatibility with special needs persons.

The services that were investigated were; scholarships outside the State, issuing an order for ticket for scholarship students, provision of health insurance and treatment of scholarship students, certificate equivalency of academic qualifications issued by accredited higher education institutions outside the State, attestation of academic qualifications and documents issued from private higher education institutions and its licensed programs accredited within the State, registration of students in government higher education institutions, and CEPA exam.

Sheikh Hamdan bin Mubarak Al Nahyan, valued the efforts, cooperation and the spirit of dedication that prevailed between the task forces of the Ministry, and the those from the Prime Minister’s Office, and the (TRA), where they developed smart Government enablers and indicators including, smart electronic transition indicator based on global best practices.
